« A new way of looking at the rights and needs of children has raised serious questions about the justification for, and efficacy of, radical child welfare interventions. [...] [T]here are multiple contradictions besetting the child welfare services when the lack of resources, the need to economize, and the desire to preserve the family unit coincide on the one hand, and, on the other, poor material conditions, suspected neglected and abuse, and public opinion combine to suggest that apprehension is necessary [...]. There have been major social and demographic changes since child welfare services were first introduced. [...] Certainly some of the original reasons for having child welfare services persist, but there may be fewer justifications for severing family ties on a permanent basis. Put more positively, there is a strong case for putting more resources into an array of family support services and rendering help as circumstances warrant. » (p. 38) Ce document peut intéresser les chercheurs qui travaillent sur la famille au Québec puisque l’auteur aborde les tendances en matière de soins à l’enfant pour la province du Québec.
