« In june 1997, the faculty of the University of Regina hosted the Eighth Conference on Canadian Social Welfare Policy. During the conference a number of interesting and challenging papers were presented that examined the issues regarding child poverty and the federal promise of a national program to move children out of the welfare rolls. [...] Is this new program a ‘phoenix’, the rise of the federal government from the ashes of the former devastated programs, or is it a ‘fizzle’, a sputtering noise with little long-term effect? The following chapters do not agree. This book does not present a unified argument either supporting or critiquing the program but raises a series of important issues and concerns regarding the program’s effectiveness in addressing child poverty. » (p. 9)
