1. Objectifs


Intentions :
« The objective of the study are to: (a) establish the rates of psychological maltreatment in Quebec from analyses of reports deemed substantiated by sixteen youth protection centres; (b) determine the relative importance of different forms of psychological maltreatment; (c) examine concurrence with various other types of maltreatment; (d) describe the characteristics of the children and their families; (e) specify the decisions made by youth and (f) describe the services and type of support recommended to meet the needs of the children and their families. » (p. 56)

2. Méthode


Échantillon/Matériau :
Sample of 1172 children (601 boys and 563 girls) under eighteen years of age, whose cases where reported and accepted for investigation by Youth Protection Services and who were presenting evidence of psychological maltreatment.

Instruments :
« Thirty-seven statements describing situations of physical, sexual, an psychological maltreatment, neglect and abandonment were used to document protection problems for each child. [...] As well, information on the duration of the problem and the identity of the alleged perpetrator was obtained. » (p. 57)

3. Résumé


« Unlike other forms of abuse, psychological maltreatment is not considered by the Quebec Youth Protection Act to be an official reason for state intervention to protect a child whose safety and development are endangered. Indeed, this is also the case in most other Canadian provinces.
The study presented here documents, for the first time, the rated and situational characteristics of psychological maltreatment assessed in sixteen child survey on rate of child maltreatment in Quebec (Quebec Incidence Study), this study describes the profile of children who were psychologically maltreated, the characteristics of their family, and the decisions made by youth protection services following their investigation. A preliminary comparison of these cases with those of children who were victims of other forms of maltreatment is also included. » (p. 53)
