«This qualitative study assessed the quality and development of the partnership of an integrated service centre for pregnant women and substance-abusing parents and their young children aged 5 and under.» (p. 1)

Échantillon/Matériau :
«Representatives (managers and clinicians) from all the partner organisations in the PFSAC [perinatal and family substance abuse centre], as well as a consultant and a coordinator, were invited to take part in the research project […]. The data were gathered over a period of three years […]. At the start of the research project, a little over a year after the centre began providing services, the researchers together conducted a group interview with the Management Committee members (n = 10) and another with the Clinical Committee members (n = 10). […] At the project midpoint, the respondents again gave their views on the quality of the partnership in 19 individual interviews […]. Finally, at the last time of measurement, a few weeks before the project funding ended, two final group interviews were conducted by the two authors (n = 7 participants each, one per committee) to produce a final assessment of the partnership experience.» (p. 3) The PFSAC is located in a large city in Quebec.

3. Résumé


The results «show that establishing and developing an inter-organisational partnership is a complex process that is not easily accomplished. Underlying the interview responses is a desire to keep going in the same direction and to stay together to provide better services to families, despite the problems. As in many other studies […], the respondents stated that the commitment of all the partners is essential to the success of their partnership. In addition, the signing of a formal agreement […], voluntary participation […], a focus on client needs […] and a willingness to work in partnership […] are the key criteria for the success of this kind of initiative and are identified by the respondents as factors facilitating the partnership. Another strength of the partnership concerns the diversity of the partners, which means that the clinic can respond better to the complex needs of the families it serves […]. In this study, the partners agree on their goal: offer integrated services in the same facility to pregnant women and parents struggling with psychoactive substance abuse problems and their young children aged five and under. Having a common goal often leads to a clear demarcation of roles, better management practices, stronger commitment and greater trust among the organisations involved […].» (p. 7)
