« This study examines the effect of fiscal policy on abortion. The question posed is: Is the decision to abort influenced by pro-natalist government policies that increase the income of families with children? This question will be placed in an economic context by applying Phillip Levine’s model of abortion that views abortion as an insurance decision. This thesis hopes to contribute to the economic research on fertility and provide some theoretical and empirical context for public policy analysis. A key contribution of this study is the empirical investigation of the impact of the pro-natalist ANC program implemented from 1988 to 1997 in Quebec. The empirical analysis suggests that the economic incentives for couples to have children may have had some effect on the abortion rate in Quebec, though the results are somewhat contradictory and not particularly robust. » (p. ii)
